中文摘要:当前,国有地勘单位建立和完善现代企业制度仍然处于起步阶段。国有地勘单位“百局千队”的分布格局、“大而全、小而全”的结构、事业体制、“小、弱、散”的局面都没有变。国有地勘单位改革进展缓慢,其根本原因是地质勘查体制不顺、机制不畅,改革内生动力不足。按照“产权多元化、企业集团化、资产证券化”的思路,以市场发展为导向,通过地质勘查、矿业开发、资本运作,实现资源、资产和资本三者互动,使国有地勘单位脱胎换骨,全面转型。 |

Thoughts on Furthering Reformation of State Owned Geological Exploration Departments |

Abstract:At present, the establishment and improvement of the modern enterprise institution for the state-owned geological exploration department is still in an early stage. The so called “hundreds of bureaus and thousands of brigades” distribution pattern, “large and complete, small and complete” structure, and the “small, weak and scattered” system of the state-owned geological exploration department are all not changed. The reformation of the state-owned geological exploration department is proceeding slowly, and the basic reason for such a situation is that the geological exploration system and mechanism are not sound, and the internal impetus for the reformation is not strong. In line with the ideas of “property rights diversification, enterprises consolidation, and assets securitization”, we should be oriented by the market development, realize the interaction of resources, assets and capitals through the geological exploration, mineral development and capital operation, and make the state-owned geological department changed entirely and transformed completely. |
