广西无主尾矿库闭库程序研究及应用

中文摘要:据2012年统计,广西共有152座无主尾矿库,均为病/险库。由于常规闭库程序手续繁琐,导致无主尾矿库闭库工作进展缓慢。通过对广西无主尾矿库坝高h和库容V进行统计分析,并抽样进行现场调查,发现规模小的无主库虽现状不佳,但危害程度小且处理难度低,从而将广西无主尾矿库划分为微小型无主尾矿库(h<3 m或V<5×104 m3),一般小型无主尾矿库(3 m≤h<10 m且5×104 m3≤V<10×104 m3),常规无主尾矿库(h≥10 m或V≥10×104 m3)。在此基础上,参照国家及全国各省尾矿库闭库相关政策及规定,相应地提出了 “简易”、“一般简易”及正常闭库的无主库治理程序。广西无主库中47%可按 “简易”或“一般简易”闭库程序进行治理,通过采用专家现场评估审核代替编制闭库设计,有效地解决广西无主尾矿库资料不全、闭库手续繁琐、资金缺乏等问题。该成果可为广西及其它省市无主尾矿库的隐患治理及闭库提供参考。

The Exploration Research of Optimization for Ownerless Tailing Pond Closure Procedure in GuangXi
Abstract:According to statistics, a total of 152 ownerless tailing ponds in Guangxi are diseased / dangerous tailing ponds, the library closure procedure makes the slow closure work progress of ownerless tailings pond. According the scale(the dam height for H and the storage capacity for V) of tailing ponds in Guangxi and sampling for field survey, the condition of bad present situation but low damage degree and disposal difficulty for small scale ownerless tailings pond has been found. Therefore the ownerless tailings pond in Guangxi has been divided into 3 types which is the miniature ownerless tailings pond( h<3 m or V<5×104 m3), the ordinary small-scale ownerless tailings pond(3 m≤h<10 m and 5×104 m3≤V<10×104 m3 )and the common ownerless tailing pond( h≥10 m or V≥10×104 m3). On this basis, with reference to the related policies and regulations for tailing pond closure in the National and the other provinces, 3 kinds of closure procedure which is the " simple " closure procedure, the " ordinary simple " closure procedure and the " normal " closure procedure have been put forword. Among them, 47% ownerless tailing ponds in Guangxi would refit by the " simple " or the " ordinary simple " closure procedure. By adopting expert on-site audit instead of closure design, the problems of ownerless tailing ponds in Guangxi which are information incomplete, closure procedure library and lack of funds have been solved. The results can provide a reference for the hidden hazards control and tailing pond closure of the ownerless tailing ponds in Guangxi and the other provinces.
